Current News:
The new year of basketball is well on its way. I wish all the teams and coaches good luck. If you ordered jerseys you may have noticed that they are slightly different in color. They have discontinued the jerseys that we have had in the past with new color and make of the jersey. Please rest assured that we are still within the guidelines of the league. Jess Howard wanted me to let all coaches know that if any referee or coach says anything about the differences in the color of our jerseys to have them call Jess. They have hi number.

Rules and Regulations
Purpose of Instructional Mites Division:
To introduce basketball to young boys and girls
in K5 and 1st grade. To develop their strength and basketball skills.
To provide an environment that is both competitive
and, above all else; fun.
League Rules for Instructional 11ites :
Games to be played on 8 ft. goals.
Coed Teams evenly divided when possible between boys and girls. Teams should also be divided whenever possible by grade and age. Quarters are 6 minutes, running clock with a horn sounding at 3 min-utes through each quarter for substitutions, Any other substitutions should be "run-ins" when substituting team is on offense.
No time outs.
No man-to-man defense. ( all zone only).
No full court or half court presses or trapping defense.
No score will be kept.
Coaches will serve as referees.
All players must play at least 1/2 of 1 quarter in each half.
Guidelines for Instructional Mite Coaches:
Coaches should try to ensure that each child's experience in the Instructional 11ites is educational and enjoyable.
Basic fundamentals of basketball should be taught fIrst. Examples and suggestions:
Walking (pivot foot)
Dribbling ( Doubling Dribbling)
Proper ways to inbound ball
Proper ways to line up for foul shots.
Teach about fouling (what is a foul).
Basic zone defense.
Basic offence (spacing between players on offense)
Coaches as Referees:
Realize and recognize the difference in skill and talent level of each player on both teams, when calling a walk or double dribble. (Allow more for those who may not possess the knowledge of the game or whose skill level is not high).
No 3 second calls. If a child is gaining an advantage by standing in the lane, point it out to l1Ls or her coach. That coach is then expected to handle the situation. If a child is standing in the lane but is not gaining and advantage, gently point out to the child that they have to move outside the lane.
If a child is clearly higher in skill and talent and is dominating the game, his or her coach is expected to "rein in" the child.
If a child is becoming overly aggressive his or her coach is expected to remove the child from the game until he or she
can curb their aggression.
Clearly overmatched teams should be given all reasonable advantages in order to make their experience more enjoyable.
All players should be given the opportunity to score several points during the season.
If a child of lesser skill and talent is having trouble or is too timid, the scoring opportunities should come from the foul line. Coaches should point out these players to each other so that fouls can be called at an opportune time.
Coaches should conduct themselves as Christians at all times.
Coaches are responsible for their team's fan's actions.
Remember this is an INSTRUCTIONAL CHURCH LEAGUE, for the children's introduction to basketball. Education and enjoyment (fun) are the league's objectives.
III C. Divisions
2. Senior Division: Grades 9-12 not having reached the age of 19 before Sept 1 st
3. Junior Division: Grades 6-8 or having reached the age of 11 but not the age of 14 before Sept 1 st. If a player is in the 8th grade and has reached the age of 14 before Sept 1 S; that player must then play in the Senior Division.
4. Midget Division: Grades 4-5 and not having reached the age of 11
before Sept 1 st. If a player is in the 5th grade and bas reached the age of 11 before Sept 1 S\ that player must play in the Junior Division.
5. Mites Division/I-Mites Division: These divisions are to be considered as instructional. Especially tbe I-Mites. In the I-Mites we will not keep a score of the game. ALL PLAYERS ON THE TEAM WILL PLAY EQUALLY, REGARDLESS OF THEIR ABILITY. Coaches will act as officials and will be expected to ensure equal participation. If a team has a player of exceptional talent, the League will reserve the right to move that player to a team and division where his or her ability will help the team and not hinder the development of other team members. This division (I-Mites) will be coed. The League discourages gender specific teams when a coed team can be formed from the players of that age group. The Mites will play by the rules for the Midgets except the goal will be set at a height of 8'0"Exceptions/Special cases for individuals under and over statue age will be reviewed and resolved by the Executive Board.
D. Sunday SchooJ/Youth Group Attendance: Attendance should be required by each church for an individual's participation eligibility and enforced by his/her church. This is to be determined by the youth director or minister of each church.
E. Any player trying out for any level of high school or middle school basket-ball can have their name placed on their respective church's team roster but arc ineligible for all participation in the League until the school rosters arc established. Those players not making the school team can then begin practicing with their respective team. All rosters must be completed and received by the League prior to the beginning of League play. No additions to any roster will be allowed after the deadline for being turned in to the League office. Any player that makes the school team and later decides to quit the school team and play for their church team in CLBBY will not be eligible even if they were originally listed on
the church's team roster.F. Each player will furnish a copy of their birth certificate, proof of insurance, and sign a waiver releasing CLBBY, coaches and churches from any responsibility in the event of an accident that might occur while participating in League activities. (Participating: Playing" practicing, preparing to play, watching, etc.) The League Representatives will maintain all of the above information except for the waiver. The waiver will be in the possession of the coach at all times. When the roster is turned in to the League office" it will be noted and signed by the church's youth director or minister that the information listed on each player is correct.
IV. TEAM ENTRIES
A. A COMPLETE roster will be turned in before any participation in League play. A complete roster consists of name" date of birth, grade, and school of each player. The coach's section of the roster must be complete as well. Any roster that is not complete will be returned.
B. A team must be comprised of at least eight (8) players and not more than fourteen (14) on any roster. In forming teams, realize that a roster with fourteen (14) players places a tremendous burden on the coach to achieve equitable player participation time.
C. A11 team entry sheets may be reviewed by any church representative upon receipt of written request by the League Director.
V. GENERAL CONDUCT OF PLAY
A. All games will start on time. A team that does not have four (4) eligible players ready to play at game time forfeits the game. The 1 st game at any gym on any play date will be afforded a 10 minute grace period before forfeiture. Fol1owing games WILL NOT be afforded a grace period before forfeiture. Following games must start on time. If a game runs past the starting time of any following game, a period of 10 minutes will be given to the teams for warm up. This time period cannot be changed by anyone (scorekeepers or officials) without both coaches agreeing to start early. REMEMBER: THE WARM UP PERIOD FOR GAMES FOLLO\VING THE FIRST GAME IS NOT A GRACE PERIOD TO ALLOW A TEAl\1 TO HAVE THE MINIMUM NUMBER OF PLAYERS. IF, AFTER THE WARM UP PERIOD HAS EXPIRED; A TEAM NOT HAVING FOUR (4) ELIGIBLE PLAYERS WILL FORFEIT THE GAME TO THE OPPOSING TEAM IMMEDIATELY.B. In case of a tie at the end of regulation play; play will be continued for a maximum of three (3) overtime periods of two (2) minutes duration each. If a tie exists after three (3) overtime periods, a following period of sudden victory will be played (first team to score wins.) NO GAME WILL END IN A TIE! If any coach decides to not play the overtime period a forfeiture will be charged to their team. If both coaches decide not to play, a double forfeiture will be charged. The League will be advised to the circumstances that led to the coaches not wanting to play and the League personnel will make the decision as to the forfeiture.
C. All midget and mite teams are discouraged from attempting a 3 point shot. If a shot is made from behind the 3 point line, it will be scored as any other 2 point goal.
D. Teams with indistinguishable uniforms shall wear pennies.
The home team will have the option to wear or not wear the pennies. Pennies are the property of the League or church and are loaned to the teams. Each team is required to have jerseys of the same color, numbered on the front and back with legal numbers as per National Federation of High School Associates 1997-1998 Rule Book. Section 4-Article 3a. Illegal numbers will result in a technical foul being charged to the player when the player enters the game. This foul will count as a personal foul, team foul, and yearly total of technical fouls. Jerseys that are designed to be worn in the pants;
will be worn in the pants and the pants waistline shall be above the hips and worn properly. NFHSA 1997-1998 Rule Book Section 4-Article 4. Undershirts. if worn. must be white only!!! Ex: a white undershirt can be worn under a blue jersey. If a player comes to the game without their jersey; that player will not be permitted to play without a legal jersey. NO ONE WILL BE ALLOWED TO ADD A NUMBER OR ALTER A JERSEY NUMBER BY THE USE OF TAPE. If a player is injured and as a result of the injury his or her uniform is soiled by blood, that player will NOT be permitted to participate in the game with the soiled uniform. However; the player will be allowed to change the soiled part of the uniform and resume play. If the jersey is the part of the uniform that is soiled, this change can take place by the coach having an extra jersey available with a number that is not being used by a player. This is the only change in the official roster on the official score book that will be allowed. No player will be allowed to take the jersey of a player that is listed on the roster and is on the bench. If the pants are soiled. they also can be changed. COACHES ARE ENCOURAGED TO HAVE A SPARE JERSEY AVAILABLE IN THE EVENT THE ABOVE MENTIONED SITUATION SHOULD OCCUR.E. All players must wear tennis shoes. Gym/basketball shorts
shall be worn for League play. Officials may allow the wearing of warm up pants in a cold gymF. The League will provide scorekeepers and timekeepers for all gyms. These people must be at least in the 10th grade. The League will provide game balls. Boys. Juniors and Seniors. will use a regulations size ball. All other divisions. boys and girls will use a junior size ball.
G. Coaches must fill out a COMPLETE ROSTER before each game!!! Even if all players are not present, the roster must he complete (all players names listed on the official book). A player’s number can be added when that player arrives if the coach does not have a list of names and numbers of their team. This requirement will prevent a team or coach from being penalized for changing the official roster on the official score book if a player should be late arriving. Coaches are requested to be especially careful in listing a player's jersey number. If the number is listed in error and it is noted after the game begins, then a technical will be charged to the bench.
H. The League will use the alternating jump procedure for determining ball possession in all situations except for the start of the game and any overtime, which will begin by a jump ball being administered at center court. The timekeeper will have the responsibility of changing the direction of the possession arrow, pointing towards the basket of the team that is to receive the next possession. Alternating possession will be administered at center court to start quarters 2,3, and 4.
I. Senior and Junior girls will play seven (7) minute quarters. Midget and Mite girls and boys will play six (6) minute quarters. Senior
and Junior boys will play eight (8) minute quarters. There will be one (1) minute between quarters and five (5) minutes at halftime. A warning horn will be sounded when 45 seconds have elapsed in
the time between quarters. This is a signal for all players that are to resume play to take their positions on the court. After 60 seconds a
second horn will be sounded and at that time the officials will signal the beginning of play. The same format will be used for the period at half time. A horn will be sounded after 4 minutes have elapsed, signaling all players to return to their benches. A second horn will be sounded after 4 minutes and 45 seconds have elapsed. At this time the five (5) players starting the second half of play will be required to take their respective positions on the court. After 5 minutes have elapsed a third horn will be sounded signaling the officials to signal the beginning of play of the second half. Time outs will be of one (1) minute in duration. After 45 seconds have elapsed a horn will be sounded to signal the players to take their positions on the court. After 60 seconds have elapsed, a second horn \vill be sounded signaling the officials to signal the resumption of play. THE CLOCK 'VILL STOP ONLY ON TIME-OUTS AND SHOOTING FOULS, EXCEPT FOR THE LAST TWO (2) MINUTES OF EACH HALF \VILL BE A REGULATION CLOCK. (CLOCK STOPS ON EVERY 'VHISTLE OF THE OFFICIAL.)J. Each team may have four (4) time outs of one (1) minute duration per game. An additional one (1) time out willill be granted for each overtime period. Any unused time outs will carryover to any and
all overtime periods. Injury time outs will be called by the official when the current play is completed or when the official sees the presence of blood on a player. If a coach goes onto the court to attend to a player that is injured and does not remove the injured player from the game, a time out will be charged to the team. If the injured player is removed from the game a time out will not be charged.K. When a foul is called on a player, it is the responsibility of the official making the call to announce to the scorekeeper the jersey number of the player that committed the foul. Therefore; players will not be required to raise their hands after a foul is called on them.
L. Two (2) free throws will be given for all technical fouls. All free throws will be attempted from the 15' line except for the Mites and I-mites. The Midgets and Mites will attempt free throws from 12'. The coaches for the I-mites will determine the distance for free throws depending on the ability of the players.
M. Team captains and/or coaches may discuss situations with officials at appropriate time outs.
N. Churches having a team with mixed ages (i.e. midget/juniors on the same team) must play in the older division. A player may move up an age group if it is necessary to field a team of eight (8) players. Extreme caution must be exercised when moving a player up an age group. The effect of the move on the player must be considered.
O. NO PLAYER WILL BE ALLOWED TO PARTICIPATE IN ANY GAME WITH ANY TYPE OF EARRING OR JEWELRY. ALL JEWELRY WILL BE REMOVED BEFORE ANY PARTICIPATION WILL BE ALLOWED. IF A
PLAYER HAS RECENTLY PIERCED THEIR EARS OR ANY OTHER. BODY PART, THEY '\TILL NOT BE ALLO'VED TO COVER THE PART WITH A BANDAGE AND PLAY. NO HARD PLASTIC OR METAL CLIPS MAY BE WORN IN THE HAIR. IF A PLAYER WEARS A RIBBON IN HIS OR HER HAIR, NO BOWS WILL BE ALLOWED.P. State High School Rules for girls and boys basketball will be follovv'ed except where league rules supersede or modify the high school rules. Coaches should be knowledgeable of the high school rules and the League rules. The League will strive to ensure that all Representatives are aware of any changes that will affect the rules of the League.
Q. SUBSTITUTION: Each coach is to substitute at will within the rules for substitution, to assure all players participate in each half of the game. This includes tournament play. Failure to do so will constitute:
1. A two shot technical foul at the beginning of the second half for each player not playing in the first half Those players not playing in the first half must start the second half.
2. A two shot technical foul at the end of regulation play for each player not playing in the second half CLBBY supports the right of a coach to discipline their players and reserves the right to make a suggestion of discipline toward any player if they think it is warranted. Should a coach deem it necessary to withhold a player from participating for disciplinary reasons~ the coach must inform the offIcials and official scorekeeper before the beginning of the game or at the time the coach decides to discipline the player. The Executive Board is looking to churches, League representatives, and coaches to enforce this rule among themselves and if necessary bring any violations to the attention of the League Director.R. FORFEITS: Two forfeits in League play disqualifies a team from tournament play.
S. PROTEST: Protest will not be allowed in CLBBY!!!
T. Tournament seedings will be determined by the final regular season Standings. Regular season standing will be determined as follows:
1. Results of regular head to head competition.
2. Results of regular competition against common opponents.
3. Flip of a coin.U. NO PRESS RULE FOR MITE AND MIDGET DIVISION:
No defensive or pressing activity by the defensive team will be allowed in the backcourt of any game in the Mites or Midget Divisions. Coaches are required to bring their teams down court and set the defense in the fore court but not at the half court line. In short, an offensive team must be allowed to get the ball in the fore court. EXCEPTION: BACK COURT PRESSING WILL BE ALLO\VED DURING THE LAST MINUTE (60 SECONDS) OF THE FOURTH QUARTER AND LAST MINUTE (60 SECONDS) OF ANY OVER TIME PERIOD IN THE MIDGET DIVISION ONLY.V. SLAM DUNKS: Dunking the ball or slamming the ball will not be permitted at any time. If a player commits a slam dunk or attempts a slam dunk, a two shot technical foul will be charged to the player and the opposing team will assume possession of the ball after the technical shots are attempted. This rule applies to the warm up period before the game and during the half time period as well. If this should occur during the halftime, the possession for beginning the second half will not change.
